What is a Subscribed Link?

Any of you SEO mavens care to paraphrase the following for the masses?
Maybe an example of why someone would want to do whatever this is

Basically, Subscribed Links are there for web publishers to add information to the top of Google search results. Web publishers are able to do this by submitting a Subscribed Link URL or uploading a Subscribed Link file to Google, and by getting their users to subscribe to their Subscribed Link. Web users do their part by subscribing to the Subscribed Link of web sites that they like and deem valuable on a particular topic or topics. Obviously that way webpages get a higher ranking on Google. Hope this helps.

As a matter of fact I do know one that I’m subscribed to myself, but it’s quite embarrassing to admit 
The website link is http://calorielab.com and it’s really good for nutrition information and keeping healthy, so don’t think I’m some anorexic diet freak (-:
See, now for instance, if I were to type „potato nutrition values“ into Google, calorielab.com would rank high or first because by subscribing to it I’ve set it as a site I like and trust.

I was not sure what a subscribed link was until now. Thanks! I have seen it on sites where there were job offerings for SEO's. A Subscribed link was part of the job description. I am new to all of this so I will definitely be around the forums to gather info and hopefully contribute as well.
I saw this on Google..
- Create, preview, and test a simple example.
- Upload your most up-to-date content.
- Provide dynamic content through XML, RSS, or TSV feed files.
These are 3 ways to make a subscribed link. It seems like number 2 would be the easiest way. ????

Is this similar to RSS Feeds? Just thinking about the description and RSS feeds are somewhat the same..

Maybe a bit like an RSS feed -
The Subscribed Links API enables you to create custom search results and define search keywords for triggering the results.
Web users who have signed into their Google account and subscribed to your Subscribed Links can use queries that you defined to see your custom search results appear at the top of the Google results page

Thanks Mod Scott for that clarification.. its indeed a good tool for SEM..
And i think it will still fall down to the dilemma of getting subscribers to be able to achieve good results..
