Two questions that I would love to hear your thoughts on. For a small business starting on a small marketing budget, do you think allocating $1,000 will produce any results? Is that too small?

That is a little small. But not necessarily too small.
So much depends on what your online endeavour is, what your immediate goals are, and what kind of Search Engine Marketing you are talking about.
Wht kind of online enterprise are you contemplating?

Really is hard to say.
It is a lot like gambling. Initially only go into it with money you can afford to lose.
